Okay, just the whole process:

The URL is 
https://www.arcgis.com/apps/webappviewer/index.html?id=e2134ec6661c4d09bf997a894be216e2

URL opens with screen like this:

When you click on one of the yellow markers you get a pop-up screen and when 
you scroll down, you get the 'choose file' button:

When the above link is opened in Chrome, I get four options:

When it is opened via the app in the systembrowser only the 'Documents' option 
works:

In iOS I got the 'camera'-option there after adding, the camera plugin (this 
makes sense to me). And this option working in iOS after taking the iOS quirks 
on the git of the camera-plugin into account. (in other browsers on iOS the 
camera is also there). 

So the exact same approach is handled differently on iOS and Android and the 
Android-version is clearly not showing an option that other browsers / apps are 
showing. Again, if there are additional quirks that need to be implemented, 
please enlighten me.
