You're right it is thrown in the doPromptForPassword. Although passing both 
arguments does not prevent the exception for me. I was a little unsure when i 
just tried it via the dockerfile, but I double checked manually and that was 
the case, the following command causes the HeadlessException for me.

{{cordova build android --release -- --keystore=keystore --alias=alias1 
--storePassword=password --keyPassword=password}}

As an aside, looking at the examples in the cordova cli help text, there is no 
mention of the {{keyPassword}} argument.
