I think it's worth keeping the edit buttons and the dropdowns. As it is right
now, the docs support "holes" in the version history for any language. So, we
can delete a specific docs version, and still get by just fine. I'd have to
look at the code, but I think that the only special case is "/latest/" and
"/dev/": I think we assume those to exist for every language. I can look at
removing this assumption, so that if there is no "/dev/" or "/latest/", we
simply redirect to English.
