### What does this PR do?
Mark 7.1.2-dev, using the following command on [my
improve-patch-and-dev-version-support coho
branch](https://github.com/brodybits/cordova-coho/tree/improve-patch-and-dev-version-support)
(apache/cordova-coho#188):
```sh
./cordova-coho/coho prepare-platform-release-branch --version 7.1.2-dev -r
android -b 7.1.x --pre 'CB-14240 '
```
### Motivation
Wanted to mark -dev version before cherry-pick from master as proposed in
#469
### Merge instructions
To be merged by push to `7.1.x` branch
### What testing has been done on this change?
TODO:
- [ ] check that `npm test` items pass on Travis CI
- [ ] check that it is possible to do `cordova platform add
brodybits/cordova-android#cb-14240-mark-7.1.2-dev-on-7.1.x` on a new Cordova
project and run on Android from command line
