Summary: Makes GPS requirement optional in Android

Currently, the plugin.xml makes the Android App requires GPS. This causes 2
results:
1. Apps using the plugin will request FINE location;
2. Apps using the plugin won't be available on devices without GPS.
This may not be desired.
[https://github.com/apache/cordova-plugin-geolocation/pull/86] addresses part
of the problem,
Ideally, a flag controlling whether fine GPS location access is needed would be
great.
