The current crail-site.conf.template contains a mix of DaRPC and TCPTier. If we
switch completely to the TCP tier (with the RPC), then we can generate a
working configuration out of the box that a user can test on their local
machine. The default configuration already has namenode address at
crail://localhost:9060.
