Summary: Use Apache parent POM

Crail's maven POM should inherit from the Apache parent POM.
It would help in a number of ways, such as keeping plugin versions in sync with
other projects, and giving source and binary distributions consistent formats.
It will also help when Crail starts publishing binary artifacts via nexus.
This issue was noted during the [IPMC vote for
1.0-RC2|https://lists.apache.org/thread.html/dab7c73534ce45dff3eef1230434795a4d61179bc7740dfc29f81e5b@%3Cgeneral.incubator.apache.org%3E]
but is not mandatory to fix for RC3. It is not mandatory at all, but is highly
recommended.
