For 2.2, we've discussed enhancing the JMS transport to support the proposed
spec:
http://www.w3.org/Submission/SOAPJMS/
and all the timeToLive, timeouts, etc... would be in the wsdl there as well.
Thus, I don't really see a reason not to do this.
