The release 2.11 binary distribution contains a file
apache-cxf-2.1.1/lib/WHICH_JARS that states "This directory includes the CXF
jar, the CXF manifest jar, the required dependencies"
Under JAX-WS support, it lists

- geronimo-ws-metadata.jar [6]
- jaxws-api.jar [6]
however, the required depenency jaxws-api.jar is not included in the
apache-cxf-2.1.1/lib folder of the distribution.
