wsdl2java doesn't not generate properly formatted javadoc when jaxws:javadoc
tags are used

The doc generated doc comments should begin with "/**" with two asterisks
instead of one.
When using jaxws:javadoc at the package level, the doc comments should be added
to a file called package.html instead of top of every single class that belongs
to that package.
When using jaxws:javadoc at the class level, the doc comments are incorrect.
It still contained the generic javadoc comments.
