Resolution: Won't Fix
This is working exactly per JAXB spec. Section 6.2.3.4 and 7.5.5 of the
JAXB spec dictates that if it is not possible to generate a valid java
identifier for an Enum value using the JAXB mapping algorithm, then it does not
generate an enum class and just maps it to string. The "2_VALUE_2" value
cannot be mapped as java identifiers cannot start with a number.
Section 7.5.5 specifies a customization that can be put in a jaxb binding file
to make it generate an enum with values of "VALUE_#" instead.
