The DOSGI multi bundle distribution contains the
org.apache.servicemix.specs.locator-1.1.1.jar that is supposed to be a bundle.
But this file does not contain any OSGi metadata (so no activator,
import/exported packages) and no additional files like XML's to be discovered
by some extender.
So, is it useful?
