Couple of issues with fault handling in JaxRS/REST

Fix For: 2.2.4
1) The in fault interceptor chain is not being called on the clients
2) If a client throws an exception on the outbound interceptor chain the chain
stops but later the client still invokes on the server.
I'll be submitting a potential patch fix soon.
