Currently, significant JMS connect/disconnect thrashing occurs in CXF around
the maxSuspendedContinuations threshold. Some form of low water mark should be
implemented based on the maxSuspendedContinuations value to minimize the
overhead caused by JMS connect/disconnect thrashing.
