WSSecurity11 tests failing with IBM jdk 1.6 and restricted jars

The WSSecurity111 and WSSecurity112 tests are failing with the IBM 1.6 JDK when
the restricted policy jars are installed. It's failing both on AIX and Linux.
The tests pass with jdk 1.5 on both of these platforms.
I plan to attach a patch asap to turn off the test when IBM 1.6 JDK is used
with restricted policy jars
