PolicyEngineImpl initializes the bus interceptors twice - once from the
constructor init (when 'cxf' bus is passed) and the second time as part of
setBus() call due to @Resource annotation causing Spring to call it resulting
in the PolicyOut* and PolicyIn* interceptors to be added twice.
