This problem shows on 2.3.1 but not in 2.2.8. The problem shows in 2.2.9.
The code is taken from:
http://www.ibm.com/developerworks/java/library/j-jws17/index.html
The only difference between the (soon to be attached) code and the original is
the cxf home path in build.properties.
There are two services defined in the code, the failure occurs on only one of
them: cxf-seismic-scencr.war
Load that into tomcat and then run the client with: ant run-scencr
