That is not entirely correct. In WS-I Basic Profile 2.0 the definition of 
"operation signature" has changed:

"The Profile defines the "operation signature" to be the fully qualified name 
of the child element of SOAP body of the SOAP input message described by an 
operation in a WSDL binding and the URI value of the wsa:Action SOAP header 
block, if present."

The part about the SOAP action was absent in BP 1.1. If cxf-codegen-plugin only 
checks for the QName of the child element of the SOAP body without taking into 
account the SOAP action, then this is indeed a bug.
