This is not a bug but rather an implementation detail.
For reproducing this problem, after the wsdl generation, change it manually by 
adding nillable="true":
<xs:element minOccurs="0" name="id" nillable="true" type="xs:long"/>
If @XmlElement(nillable=true) is not also present on the id field, the problem 
appears.

The same scenario tested with Glassfish and Metro implementation gives no error.
