This task is to use the Requested(Un)AttachedReference returned from an STS to
refer to a SecurityToken for signature. At the moment we construct a
SecurityTokenReference element and set the appropriate ValueType (etc.)
attributes on it, whereas we should just use whatever the STS returns.
