The STS Provider framework added as part of CXF 2.4.0 only works with the
IssueOperation. There is a bug in SecurityTokenServiceProvider when getting the
declared methods of each of the Operations - this is all done using the
"IssueOperation" class, meaning that none of the other operations work.
