Section 4.2 of the [Web Services Addressing 1.0 - SOAP Binding
document|http://www.w3.org/TR/ws-addr-soap/#s11extdesc] states that SOAPAction
header must be equal to the WS-Addressing action. This statement relates to
SOAP 1.1 only, for SOAP 1.2 there is no such rule. But this difference between
SOAP versions is not considered
