The generated method signature is exactly per-spec and also matches what the 
JAX-WS RI generates for the same WSDL.   This is working as designed and as per 
specification.  

If you want/need it in that form, you need to provide a jaxws 
customization/binding file to force it into "bare" mode.  With CXF 2.4.2, you 
can add a "-bareMethods" flag to wsdl2java to accomplish it as well.  (with the 
maven codegen plugin, just add <bareMethods/> to the wsdlOptions.)
