per the discussion here[1], use jaxws-2.2 spec bundle from Servicemix which
keep same OSGiLocatoer mechanism with other specs, and void the opt-in and
optional import issues.
Also upgrade saaj-impl bundle to 1.3.9_2 which fix the JDK 5 issue
