Marking this resolved as I discovered this completely depends on your LANG
environment and MAY be a java issue. With my LANG set to just "en", then the
above mentioned test fails and I cannot run wsdl2java or anything as Java
cannot create a "File" object that actually points that file.
However, if I set my LANG to "en_US.UTF-8", then Java CAN create the
appropriate File objects and the wsdl2java command runs fine.
