Make cxf-rt-indings-soap independent of cxf-tools-common

bindings soap depends on the tools common project. This introduces some
unwanted dependencies like velocity and couples the runtime and tools
unnecessarily. It seems there are three things needed from tools common:
- wrapper interfaces for soap wsdl extensions
- SOAPBindingUtil
- URIParserUtils
I will move the wrapper interfaces and SOAPBindingUtil to bindings soap as they
are very much related to soap. The URIParserUtils will be mioved to common
utilities as it is needed in tools as well as in runtime.
