Description:
The Failover feature is currently partly in api and partly in core. As CXF also
works without failover I would like
to move the whole thing into a separate module.
Currently I see only one reference to the Failover feature in api and core:
ReflectionServiceFactoryBean seems to use it
but just to detect if the endpoint should be set. I am sure we can replace that.
