Some users have reported that the RemoteServiceAdmin is not available in 1.3,
example:
"SEVERE: No RemoteServiceAdmin available! Unable to export service from
bundle cxf-dosgi-ri-samples-greeter-rest-impl"
Needs to be confirmed with the existing demos
