Claim, Claims and ClaimMode annotations currently residing in the
rt-rs-security-xml module are generic enough and can be applied to JAX-WS and
JAX-RS related code so the first step is to move them to the api module. The
security related classes can be migrated in its own rt-security module in due
time.
At the next stage the actual data classes keeping the SAML (or other language)
claims can be pushed to the api. This will in turn make it possible to move the
code dealing with enforcing the annotations to the api.
