There is a NPE in OnlySignEntireHeadersAndBody policy validation when the STR
Transform is used, and the transformed element is not included in the SOAP
request. In this case, the WSDataRef corresponding to the signed reference will
have no XPath expression, something that will cause a NPE in CXF.
