The present implementation of the codegen plugin relies on the presence or
absence of a value of testSourceRoot to determine whether to generate during
the compile or test-compile phase (it presently doesn't have a capability to do
both). So given its present implementation I think we'll need to keep the
default for testSourceRoot to null for the time being.
