Environment: With SOAP 1.1 end points, if send 1.2 format request, we
are receiving following error message. With current release, users have to
manually convert endpoints to 1.2 format to send 1.2 request.
If Fediz STS end points implemented in 1.2 format, it could take both 1.1 and
1.2 request.
