I have done some minor changes to PolicyAnnotationListener to support #BeanRef
URI's as well as classpath URI's. I have also changed the code so that you can
reference the same policy file twice but it will be only be added once. I am
running the build in rt-ws-policy before I attach the initial patch. I will
also try and figure out a good way to add some systests around this.
