When I define a <p:externalAttachment
location="classpath:SslWithUsernamePasswordToken.xml"/>
I expect to see the associated Policies directly underneath the
wsdl:definitions, just like how PolicyAnnotationListener.
This is a simple fix to ServiceModelPolicyUpdater which I will submit along
with test cases for same.
