Resolving this ticket that adds an option of configuring this encryption option
for COS either globally or at the instance-level.
With this, we can make this encryption option to be configurable directly per
endpoint. However, this will require changes in many places where COSs are
instantiated. So, I'll rather create a separate ticket to track these changes.
