Glen,

I followed all the steps with classloader parent last and everything... The web 
service/client works fine without security... the issue is with WS-Security.

Daniel,
the global registry is java.security file under jre/lib folder. The IBM JRE 
loads 'com.ibm.xml.crypto.IBMXMLCryptoProvider' for DSIG. What is the CXF/WSS4J 
crypto provider? So that I can plug it in java.security file.

There is no endorsed folder in Websphere JRE but created one and placed the 
xmlsec.jar in it but still the same exception.
