Current cxf is using karaf 2.2.6 which karaf feature validate cannot validate
the CXF feature well.
I fixed the karaf feature validating issue few month ago, after upgrading the
karaf feature to 2.2.9, I found bunch of CXF karaf feature related issue.
We need to fix it before the new release cut of CXF.
