This task is to update the StaticSTSProperties object to allow the user to
specify a URL + Properties object for signature + encryption crypto properties,
instead of just a String pointing to a File.
The old 'signaturePropertiesFile' and 'encryptionPropertiesFile' are deprecated
in favour of 'signatureCryptoProperties' and 'encryptionCryptoProperties'.
