The certificate to encrypt the token is configured in the STS.
The Fediz plugin has the following configuration items:

Practically, the signing key will also be used to decrypt the message. Maybe
for convenience reasons we introduce a new configuration item like
'tokenDecryptionKey' which is used to decrapt the token.
