I do have the same error when using:
STS Version: 3.1.0.RELEASE - Build Id: 201210061306
With the following MVN dependency versions:
<spring-version>3.1.0.RELEASE</spring-version>
<spring-security-version>3.1.0.RELEASE</spring-security-version>
<cxf.version>2.2.3</cxf.version>
No restart + clean has helped me.
