As per the SOAP spec, Appendix C:
http://www.w3.org/TR/2001/WD-soap12-20010709/#version
"A SOAP Version 1.2 node receiving a SOAP/1.1 message may either process the
message as SOAP/1.1 or generate a SOAP VersionMismatch fault "
CXF processes a soap 1.1 message as a 1.1 message and will respond with a 1.1
message. This is as design.
