WS-RM 1.1 protocol specifies the TerminateSequenceResponse message to be sent
in response to the TerminateSequence message. This behavior differs from WS-RM
1.0. which does not define the TerminateSequenceResponse message. The current
CXF accepts WS-RM 1.1 the TerminateSequence message but does not respond with
the TerminateSequenceResponse message.
