When the RM manager/feature's destinationPolicy is configured without
ackPolicy, an NPE is thrown at the server when it tries to return an
acknowledgement message.
A workaround is to set explicitly the ackPolicy element.
This patch will add a fallback code to use the default policy values and aovid
getting NPEs.
