I just tested it with the latest tomee 1.6.0 snapshot 
(apache-tomee-1.6.0-20130417-plus, found 
[here|https://repository.apache.org/content/repositories/snapshots/org/apache/openejb/apache-tomee/1.6.0-SNAPSHOT/]),
 which ships 2.6.7 and reproduced the issue. There may be an integration issue 
between openejb stuff and cxf.
