It does not seem to be a duplicate as we were able to reproduce the problem
with the trunk that already contained the fix for DOSGI-165.
@Amichai. Could you review my fix for this and subsequent changes I did for
TopologyManagerExport? I am not sure if I fixed all concurrency issues that may
happen.
