CXF-4694 fixed the issue of the server not returning WS-RM related faults
(i.e., of SequenceFaults) to the client.
The fixed code switched the exchange's message exchange pattern to not-oneway
so that the generated fault can be returned to the client.
However, the code does not distinguish arbitrary runtime faults from these
WS-RM related faults.
