I was talking to Paul Wilson, and in his example he was also depending on the
discovery of CXF interceptors & features, in addition to JAX-RS providers,
though in his case it was a Spring Configuration (non-XML) based server. So I
think we can go ahead with addressing

(without waiting for a possible JAX-WS schema enhancement),
Fixing CXF-5439 can also help with the non-XML Spring support for JAXWS.
I can take care of CXF-5439 if I hear no objections; this work can go in
parallel to the class scanner utility work
