Downgrading the plugin version to 2.3.7 fixed it; the default 2.4.0 plugin does
not expand packages ending with '*'.
The actual problem does seem to be related to the size of the big bundle
manifests given that 2.4.0 plugin expand packages correctly for individual CXF
module bundles
