Summary: Request.evaluatePreconditions(Date, EntityTag) loses a
non-null ResponseBuilder (was: Bug CXF-4231 is back since 2.7.6)
Dates should be checked if ResponseBuilder is null - this is actually correct.
The problem is that if ResponseBuilder is not null we still lose it and return
null.
