Summary: Enable configuration for JMS message type to be "byte"
when use MTOM

currently it's only be "binary" on the server side, which in turn will create
jms ObjectMessage, however for some special client(not the jms client) may use
raw api which don't understand the jms_object message, so we should enable
"byte" as well.
